Yes you will have to pay NY at time of registration.
I had my buddy buy my 2000 yamaha R6 from a local Philadelphia dealer for me and I bought his from lanes yamaha in Watkins Glen. Paid cash
No sales tax paid because we never registered them for Street use.

different size head rests in the back with folding bench.  40/20/40 up front but no cup holders in center consol

got a sweet cover at sears for the interium. 

almost got dodge fake leather ones at advance until i realized they were just top covers and not full wrap arounds

Is it a true exhaust brake?
If so... make sure you lubricate it often. Ours in the Kodiak is not working from lack of maintenance.  Need to remove and attempt rebuild before KOH.
PAC Brake makes a super exhaust brake lube.

It's the variable geometry turbo. So it moves ALL the time. Only extended idling will eff it up
